The Affordable Connectivity Program (ACP) is a broadband affordability program that provides low-income households a $30 monthly discount on internet service and a one-time value to purchase a device. Originally known as the Emergency Broadband Benefit, it is administered by the FCC.

Unlike Lifeline, which is only reimbursable for a specific internet plan from a participating provider, ACP reimburses all costs related to using eligible broadband services. It includes data, voice, text messaging, and internet-bundled video services.

In addition to allowing for higher efficiency, having a good internet connection also helps prevent hackers from taking advantage of your company’s sensitive information. It is because it is much harder to hack into a business that has high-speed internet.

The FCC’s Affordable Connectivity Program (ACP) was created to help households of low-income pay for internet service and connected devices like laptops or tablets. ACP offers a monthly discount on service and a one-time discount on device costs for eligible households.

Households eligible for the ACP can apply online or with the assistance of their internet provider. To qualify, your family must meet a few simple requirements:

  • It would be best if you lived in an area where no other participating providers exist.
  • You must earn below 200% of the Federal Poverty Line.
  • You must receive the following government benefits: Medicaid, SNAP, SSI, WIC, Pell Grant, or Free and Reduced-Price School Lunch.

ACP provides a discount on broadband internet service for eligible low-income households. The program is part of the $1.2 trillion infrastructure bill that President Joe Biden signed into law in 2021 and replaced the Emergency Broadband Benefit (EBB) program.

The Affordable Connectivity Program enables eligible households to receive up to $30 per month off their internet bills. The amount varies by location and qualifying service.

To participate in the program, you must have an Application ID from the National Verifier and a qualifying broadband internet service. Kinetic by Windstream is proud to participate in this program and is dedicated to improving access for our community of consumers.

For the first time, ACP will allow customers to use bundled services that combine data, voice, or text messaging with video. However, the total value of a bundle including video must be apportioned before reimbursement is awarded.

In addition, the Commission is establishing rules to govern the Affordable Connectivity Program. The limitations will apply to existing and new subscribers. The regulations prohibit commissions related to ACP applications, participation, enrollments, or revenues from being shifted to non-ACP business operations or services.

But for these innovations to be meaningful, they need to be widespread, reliable, equitable, and fast – and that means affordability.

A crucial part of the $65 billion in infrastructure funding that Congress allocated in last year’s bipartisan Infrastructure Investment and Jobs Act was the Affordable Connectivity Program, which subsidizes broadband subscriptions for low-income households. However, participation in the program has been slow so far.

The program is a new service, and many steps involve enrolling customers and adhering to the regulatory requirements. Reducing the administrative burden and providing additional training and advertising could help boost enrollment.

The Commission also seeks comments on whether to collect data that could help the Commission better understand the performance of the Affordable Connectivity Program in a more detailed manner. For example, the Commission could use this information to evaluate how subscriber plan choices and preferences vary by geographic area. Additionally, the Commission could use this information to assess the effectiveness of provider outreach efforts to enroll subscribers in the program.
